Deputy County Executive Officer
SCP 30–36 | 30 hours per week | Permanent | Flexible working – largely remote
This is a unique opportunity to support the vital work of town and parish councils across Cornwall—those who are delivering services and leading community initiatives that make a real difference every day.
CALC is the membership body providing support to around 200 local councils, and is affiliated to the National Association of Local Councils. We are a small, high-performing team providing advice, resources and representation across Cornwall. With an evolving landscape, staffing changes, and increasing demand for our support, we’re looking for someone who is experienced, confident, and motivated to work directly with councils to support their aspirations and good governance.
As Deputy CEO, you will be the first point of contact for advice and support to member councils. You’ll handle queries on procedures, governance, legal frameworks, and finance. You’ll also play a key role in managing projects and external initiatives, coordinating training events, leading communications, and deputising for the County Executive Officer when needed. You will be part of a collaborative environment where your input matters, and where job satisfaction comes from enabling councils to confidently deliver quality services and projects for their communities.
We are seeking someone with practical experience of local council operations and a strong understanding of legislation, policies and good practice. You will be an excellent communicator—able to provide clear and practical guidance—and be comfortable balancing operational delivery with a hands-on advisory role. Experience with training, communications, and digital tools is advantageous. CiLCA (or willingness to work towards it) is desirable.
Salary will be on SCP 30–36 depending on qualifications and experience. CALC offers flexible working with a mixture of remote and in-person working, a friendly team culture, and membership of the NEST pension scheme.
